Suppose Trump's deep state are those parts not respondent to Presidential orders, in which case government was constructed with parts too deep for the President to reach, and here Trump's desire or perceived desire to return America to the greatness of less value for diversity (presumably he isn't going to delete diversity) is being thwarted by the republican nature of government. At least, that's the first layer.
