It's a lot of words, but I think this is basically the idea of the last few chapters: insurance has an outmoded cost. When you employ the state, or even a private firm, to ensure people receive medical care, retirement income, subsistence, safe medicine, a healthy environment, or do any number of things that either blunt risk or maintain the status quo, you inhibit growth and development.
