People reasoned, if you can use computers to predict weather, could they also tell how to apply some small forcing to a developing storm to push it toward a harmless path. Or for that matter create a storm over an enemy.
Turns out, predictions of a few days works. Predictions covering years or decades is possible. The inbetween is an open problem.
