Nearly every case of Hitler increasing power involved fake emergencies:

- Rival communist party papers show they are going to overthrow the government; Hitler arrests party leaders

- Reichstag (German congress building, basically) set on fire by Communists [mostly it was Nazi's]; state of emergency declared, civil liberties revoked

- Attack on German radio station in Poland; Invade Poland

And it repeats and repeats. Now historians can unravel some of it, but back then it wouldn't be easy. Although even when people experienced Hitler lying, he seemed to have some sort of charm that would reset trust.
