In 1200 A.D. Russian government was democratic-ish. And over such a vast land, perhaps that was a problem. Catholic crusaders tried their luck at conquest, and later on in the century, Mongols succeeded, creating systems of hard oppression. Ever since, the only enduring governance over Russia has been autocratic; from the Mongols, to the Czars and Czarinas, to Lenin and Stalin, up to modern-day Putin. It's Russia's default.
