'In an article in Forbes magazine [in the 1990's], Seitz argued that rather than trying to control smoking, the government should fund research into making a safe cigarette. After all, the government fimded all kinds other safety devices, many of dubious value, so why not put at least some money into creating a safe cigarette?' -- Merchants of Doubt

Around 2006, e-cigs started to be introduced in the US. Not sure how much government funded research had to do with it. And exactly how safe they are is a bit debatable.
