The chapter is brining up a resurgent campaign against the environmentalist, with some trying to make the claim that government regulation prevented the eradication of Malaria. According to the authors, the US regulation didn't influence tropical regions anyway, and the reason DDT used stopped was because the blanket approaches allowed mosquitoes to develop resistance.
