Can't know they are safe

The Shadow Factory: The Ultra-Secret NSA from 9/11 to the Eavesdropping on America

James Bamford

'The NSA was eavesdropping on a conversation between British and American aid workers. The Brit said, "be careful, the Americans are listening." The American replied, "no they're not. I'm protected by ussid18. They can't spy on me, I'm an American."

That set off all kinds of alarms, since uncleared civilians were not suppose to know about NSA documents.'
