kapuściński traveling in cairo during instability observes [i'm not to reproduce these newer books directly, so i have to paraphrase] that he always has the sense of being watched. dictatorships use peoples' ambition to be held in regard by authority to maintain power with less official patrol. much the same as i might help enforce community standards, here, i suppose.
