Scapegoat

A lesson of the French revolution may be that authorities prudent in their survival appoint a scapegoat in difficult times. Being somewhat sympathic to the will of the people implied that there might be issues with their system. Hungry masses came to believe that it was aristrocratic plot that prevented them from eating, and acted accordingly. When removing the aristrocrats didn't help....things got messy.
